Public Safety Service Analyses

A. C. Lazzaretto & Associates has achieved unparalleled experience through working with communities to review, develop, and implement potential contracts between public safety service agencies. Specifically, we have participated in several studies designed to maximize departmental resources and minimize costs to participating agencies. Through these studies with both police and fire agencies, we are extremely familiar with the specific opportunities and challenges facing specialized city departments and have obtained a strong working knowledge of their legal requirements. In addition to the study portion of the project, A.C. Lazzaretto & Associates has assisted with the implementation of the contracts to ensure success and to provide additional expertise.

Studies have included the Santa Fe Springs-Whittier Police Joint Services Contract which became effective in 1995. Since adoption, crime rates in the City of Santa Fe Springs have decreased, arrest and case closure rates are up, and costs to Santa Fe Springs are down. In addition, the City of Whittier has experienced annual cost avoidance figures exceeding those which were anticipated at the time the of the study. This relationship has been seen as a leader in the industry to the extent that the City Manager of Santa Fe Springs recently received two achievement awards from the International City Management Association in connection with implementation of the Whittier-Santa Fe Springs contract. Recently, A.C. Lazzaretto & Associates participated in the study between Whittier and La Mirada to explore the feasibility of adding another community to the contractual arrangement.

In addition to police service studies, we have completed several studies for fire agencies including a study for the City of La Habra Heights to transition its volunteer department staff to a paid, full-time system, and producing a report for the Rancho Cucamonga Fire Protection District determining whether its proposed fire vehicle maintenance facility was designed to meet the present and future needs of the Rancho Cucamonga fleet. An additional function of this study was to project contractual maintenance revenues and expenses from neighboring communities. It was found that savings could be experienced by Rancho Cucamonga as well as by potential fire agencies contracting with the District for vehicle maintenance.
